Public-interest contracts – such as those between governments and development banks, NGOs, and institutes – all require assessment of their impact upon the target population. Plan carries out final evaluation projects with the necessary objectiveness so as to ensure transparency and impartiality requirements. We utilize semi-experimental methods, with control groups and randomization according to the Inter-American Development Bank standards for assessment of short term effects. Moreover, Plan has experience in the implementation of exploratory studies with focus groups, structured interviews and participatory observation so as to identify the reasons behind a project’s success.
